S.B. 1014 - Houseless Bill of Rights

• Adds a new chapter to Hawaii Revised Statutes establishing a Houseless Bill of Rights with protections for individuals lacking fixed, regular, and adequate night-time residence.

• Guarantees houseless individuals the right to engage in life-sustaining activities (eating, sleeping, standing, sitting) in public spaces without discrimination based on housing status.

• Provides rights including equal treatment by state and county agencies, fair housing and employment access, emergency medical care, voting rights, and protection of personal property privacy.

• Establishes the right to sleep in a legally parked, registered, licensed, and insured automobile and guarantees 24-hour access to public hygiene facilities.

• Prohibits state, county, or private organizations from impeding access to essential survival services including medical care, shelter, food, and water; effective January 7, 2059.
