Expands the definition of "tobacco products" to include any product containing nicotine (not containing tobacco) that is intended for human consumption and has not been approved by the FDA for tobacco cessation or medical purposes.

Increases the license fee for wholesalers and dealers of cigarettes or tobacco products from $2.50 annually to an unspecified amount (bill leaves blank for legislative determination).

Increases the retail tobacco permit fee for retailers engaged in the retail sale of cigarettes and tobacco products from $20 annually to an unspecified amount (bill leaves blank for legislative determination).

Maintains the $5 fee for duplicate retail tobacco permits when permits are defaced, destroyed, lost, or when a business relocates.

Takes effect on July 1, 2030.
