Department of Agriculture shall develop an interisland and export database for agricultural commodities, conduct risk assessments for non-agricultural commodities, prioritize inspection of interisland agricultural shipments, develop quarantine treatments for high-risk commodities, and coordinate with the Department of Transportation on inspection capabilities at ports of entry.

Department of Agriculture shall implement pest management programs statewide for potted plants, cut flowers, fruits, nuts, vegetables, and herbs, and provide chemicals and equipment to assist growers in reducing agricultural infestation.

Hawaii Invasive Species Council shall reduce invasive species infestation on conservation lands near Hilo Harbor, Hilo International Airport, and agricultural areas in Hawaii County, and create buffer zones between conservation lands and agricultural production areas.

Department of Agriculture shall develop and implement a pilot pesticide treatment coupon project for little fire ants in Hawaii County, distributing free coupons redeemable for pesticides to property owners with verified little fire ant infestations, and create and maintain an updated map of all little fire ant sites on its website.

Both agencies shall submit annual reports to the legislature starting in 2016 detailing expenditures, workforce allocation, effectiveness measures, and progress on required activities; appropriations authorized for fiscal years 2015-2016 and 2016-2017; effective date July 1, 2030.
