Authorizes the Department of Agriculture to establish or participate in private-public partnerships to enhance the biosecurity program and quarantine inspection process, with the requirement that actual inspections be performed only by department employees, not private contractors.

Allows the department to use funding from sources other than legislative appropriations to implement biosecurity objectives, including pre-entry inspections, port-of-entry facilities, and post-entry pest control measures.

Requires the department to adopt rules establishing parameters and construction requirements for biosecurity facilities, including cold storage facilities created through private-public partnerships.

Appropriates unspecified general revenue funds for fiscal year 2016-2017 to support seven biosecurity projects: electronic manifest system for maritime cargo, import replacement of high-risk crops, pesticide research, quarantine treatment options, pest diagnostics development, inspection capacity improvements, and education activities.

Takes effect on January 20, 2050.
