Appropriates funds for collective bargaining cost items negotiated with bargaining unit (14) for fiscal biennium 2015-2017, with $0 appropriated from General, Special, Federal, and Other Funds for both FY 2015-2016 and FY 2016-2017.

Authorizes salary increases and cost adjustments for state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (14) members, with $0 appropriated from all funding sources for both fiscal years.

Requires the Director of Finance to allot appropriated funds to appropriate state departments for expenditure in their respective fiscal years.

Provides that salary increases and cost adjustments paid from federal, special, or other funds shall be paid wholly or proportionately from those respective funds.

Any funds not expended or encumbered by June 30, 2016 and June 30, 2017 shall lapse as of those dates, and the Act takes effect July 1, 2115.
