S.B. 1079 Summary

• Appropriates funds for fiscal biennium 2015-2017 to cover collective bargaining cost items including salary increases and wage-related costs negotiated for bargaining units (3), (4), and (14).

• Part I appropriates $21.3 million in FY 2015-2016 and $38.8 million in FY 2016-2017 from multiple funding sources for statewide collective bargaining costs, with $7.5 million and $14.7 million respectively designated for the department of education.

• Parts II-VIII provide appropriations for excluded state officers and employees in the judiciary and Hawaii health systems corporation who receive the same compensation adjustments as bargaining unit members under chapter 89C, Hawaii Revised Statutes.

• Parts IX-XII appropriate funds for bargaining unit (14) collective bargaining costs and excluded employees' compensation adjustments, including health benefits trust fund costs.

• Takes effect July 1, 2015, with any unencumbered funds lapsing on June 30, 2016 and June 30, 2017.
