Extends the civil service exemption for workers hired by the Hawaii Public Housing Authority to repair, maintain, or perform capital improvement work on vacant housing units indefinitely (previously set to expire June 30, 2015).

Removes the sunset date from the exemption in Hawaii Revised Statutes Section 76-16(b)(27), allowing the Authority to continue hiring non-civil service workers for housing renovation projects without time restrictions.

Repeals Section 3 of Act 159, Session Laws of Hawaii 2012, which specified how employees hired under the exemption would be treated upon the exemption's repeal.

Amends Act 159, Section 5 to remove language that would have reinstated the original civil service rules on July 1, 2015.
