Requires public and charter schools in Hawaii to develop diabetes medical management plans and provide appropriate diabetes care to enrolled students with diabetes during school hours, after-school programs, field trips, and extracurricular activities.

Mandates training for a minimum of three school employees per school with enrolled diabetic students in diabetes care tasks including blood glucose monitoring, insulin administration, recognition of hypoglycemia and hyperglycemia, and emergency response procedures.

Prohibits schools from denying enrollment to students with diabetes or using lack of full-time nursing staff as grounds for rejection; prevents schools from requiring parents to be the sole provider of diabetes care.

Permits students with diabetes to self-manage their condition at school (performing their own blood glucose checks and insulin administration) upon parental written request and in accordance with their medical management plan.

Requires the Department of Education to adopt implementing rules within 180 days and submit annual reports to the legislature on compliance, student enrollment numbers, costs, and resource needs; appropriates unspecified funds to both the Department of Education and Department of Health for implementation.
