Establishes a special innovative procurement process allowing the chief procurement officer to award contracts with other than full competition for new or unique state requirements, new technologies, or to achieve best value.

Requires the procurement policy board to adopt administrative rules addressing compliance with laws, maximum competition, purchasing ethics, public-private partnership procedures, and construction contractor provisions.

Mandates attorney general review and approval of procurement plans before solicitation, annual reporting by purchasing agencies on all determinations, and public availability of reports through the state procurement office.

Appropriates funds for a temporary position within the department of accounting and general services for two years to assist the procurement policy board in developing special innovative procurement and public-private partnership rules.

Appropriates funds for the Hawaii Health Systems Corporation to procure services for developing a master plan for Samuel Mahelona Memorial Hospital and Kauai Veterans Memorial Hospital using a collaborative project management system with community input.
