Mandates the Department of Health to implement four recommendations from Office of the Auditor Report No. 14-17 regarding glass recycling programs.

Requires the Department to perform a cost-benefit analysis of combining the advance disposal fee glass container processing stream with the deposit beverage container glass processing stream.

Directs the Department to update the 2008 glass recycling policy draft to equally allow recycling or down-cycling, permit glass stockpiling for inventory, include a complete list of approved down-cycling options, and allow glass as alternative daily cover.

Mandates the Department to work with stakeholders on practical policies and rules for glass stockpiling and increase the recovery rate for advance disposal fee glass containers to 75 percent.

Requires the Department to submit a report to the Legislature no later than 20 days before the 2016 regular session detailing findings, recommendations, updated policies, and plans to achieve the 75 percent recovery rate.
