Amends the definition of "eligible business activity" under Hawaii's enterprise zone tax incentive program to include renewable energy production.

Adds solar, ocean thermal energy conversion, and hydrogen energy production as new eligible business activities when conducted on Natural Energy Laboratory of Hawaii Authority property under new leases executed on or after July 1, 2015.

Maintains existing eligible activities including manufacturing, agricultural production, biotechnology research, and wind energy production.

Takes effect on February 19, 2025, and does not affect rights, duties, or proceedings that existed before the effective date.
