Establishes registration requirements for school psychologists with the Department of Commerce and Consumer Affairs, effective July 1, 2017.

Requires school psychologists to meet qualifications including a master's, specialist's, or doctoral degree in school psychology with minimum 60 semester hours, 1,200 hours of supervised internship (600+ in school settings), and passing the School Psychology Praxis exam with a score of 147 or higher.

Allows school psychologists already employed in Hawaii or holding national certification, valid out-of-state licenses, or credentials prior to July 1, 2017 to register without meeting new requirements.

Restricts school psychology practice to educational settings including schools, special education programs, universities, early intervention programs, and approved private schools; prohibits private practice.

Requires the State Auditor to study whether licensure (beyond registration) is warranted and submit findings and recommendations to the legislature by 20 days before the 2017 regular session convenes.
