Amends chapter 465D, Hawaii Revised Statutes, to clarify exemptions from behavior analyst licensing requirements for various practitioners and workers.

Allows assistant behavior analysts with board certification to practice under the direction of a licensed behavior analyst without requiring separate licensure.

Permits registered behavior technicians credentialed by the Behavior Analyst Certification Board to implement behavior analysis services under licensed behavior analyst supervision.

Temporarily exempts direct support workers (teachers and paraprofessionals) providing autism treatment services under individualized education plans from licensing requirements through January 1, 2019.

Requires the Department of Education to report to the Legislature prior to 2017 and 2018 regular sessions on progress implementing chapter 465D licensure and certification requirements; effective July 1, 2016.
