Appropriates funds from general revenues for fiscal year 2015-2016 to continue Project Kealahou, a community-based mental health and support program for at-risk adolescent females ages 11-21 who have experienced trauma.

Authorizes the Child and Adolescent Mental Health Division of the Department of Health to provide gender-responsive, trauma-informed, culturally-competent services including individualized treatment, family support, and community-based group activities.

Requires the Department of Health to submit an annual report to the legislature detailing program outcomes, funding sustainability, and recommendations for securing ongoing financial support.

Extends Project Kealahou services to Hawaii and Kauai islands in fiscal year 2015-2016, expanding beyond current Oahu availability as federal funding phases out in October 2015.

Takes effect July 1, 2112.
