Prohibits liquor sales at street closure events unless vendors have appropriate liquor licenses under section 281-31 and comply with class 2 restaurant or class 5 dispenser license requirements.

Requires vendors selling liquor at street closure events to use trained servers and have the liquor commission monitor the event.

Mandates all liquor sales and consumption be contained within designated "beer garden" areas approved by the county liquor commission.

Requires all vendors selling liquor at street closure events to report gross liquor sales to the county liquor commission.

Takes effect July 1, 2020.
