Prohibits spearfishing at all hours of the day within the Waikiki-Diamond Head shoreline fisheries management area, as defined by the Department of Land and Natural Resources administrative rules.

Permits pole fishing, hook and line fishing, hand net, and thrownet fishing in accordance with administrative rules of the Department of Land and Natural Resources.

Defines "spearfishing" to include spearguns, polespears, handspears, Hawaiian slings, elastic-powered spearguns and slings, pneumatic spearguns, and mechanically powered spearguns.

Amends Chapter 188 of the Hawaii Revised Statutes by adding a new section establishing the spearfishing prohibition based on legislative concern that increased spearfishing has negatively impacted fish populations in the area.

Effective date: July 1, 2050.
