Removes the exemption for "employees engaged in special, research, or demonstration projects approved by the governor" from civil service requirements.

Adds new exemption for "employees in the department of business, economic development, and tourism, which support the Hawaii clean energy initiative program."

Renumbers all subsequent civil service exemptions from paragraph (13) through (27) to (12) through (26) to account for the deletion of the special projects exemption.

Extends the director's review period for positions exempted by other laws from "prior to July 1, 2002" to "prior to July 1, 2014," requiring re-evaluation of civil service exemptions granted during this 12-year period.

Requires the Director of Human Resources Development to submit findings from the exemption review to the legislature no later than 20 days before the 2017 regular legislative session.
