Establishes a prepaid wireless E911 surcharge on each retail transaction of prepaid wireless telecommunications service in Hawaii (specific amount to be determined).

Requires sellers to collect the surcharge from consumers at point of sale and separately list it on invoices or receipts.

Allows sellers to retain 3% of collected surcharges as an administrative fee, with remaining balance remitted to the enhanced 911 board within 30 days.

Surcharge applies only to retail transactions within the State based on business location, shipping address, billing address, or mobile phone association with a Hawaii address.

Exempts minimal prepaid wireless service sales (10 minutes or less, or $5 or less bundled with a device) from the surcharge requirement, and makes the surcharge the exclusive funding mechanism for prepaid wireless E911 services in Hawaii.
