Establishes the Hawaii Commission on the History and Culture of People of African Descent to recognize contributions of people of African descent in Hawaii and educate residents and visitors.

Commission shall consist of 11 members appointed by the governor: two from African American Diversity Culture Center Hawaii, two from the NAACP, one from University of Hawaii, and six at-large members.

Commission members shall not receive compensation but will be reimbursed for necessary expenses including travel costs.

Commission may initiate projects and events to promote understanding of African descent history and culture in Hawaii, and shall publish annual reports to the legislature with recommendations.

Commission shall be temporarily placed within the Department of Accounting and General Services and dissolved on June 30, 2017.
