HI SB2007

Establishes the State Council on Mental Health within the Department of Health for administrative purposes, consisting of 21 members appointed by the governor.

Adds Medicaid agency representation to the required council membership representing principal state agencies.

Defines quorum as a majority of council members serving immediately before a meeting begins.

Requires an affirmative vote of a majority of members present to constitute a valid act of the council, unless a greater number is required by statute or council bylaws.

Requires the council to submit an annual report to the governor and legislature at least 20 days prior to each regular legislative session on implementation of the statewide comprehensive integrated service plan.
