Increases maximum administrative fines for noncandidate committees making only independent expenditures from $1,000 to $5,000 per occurrence, or three times the amount of unlawful contributions or expenditures.

Authorizes the campaign spending commission to recover investigative costs and bank fees from violators in addition to administrative fines.

Requires costs recovered by the commission to be deposited in the Hawaii Election Campaign Fund rather than the general fund.

Maintains existing fine provisions for other persons at $1,000 per occurrence or three times the unlawful amount, and retains procedures for notice, hearings, and court enforcement of commission orders.

Takes effect upon approval and does not affect rights or penalties that existed before the law's effective date.
