Amends Section 11-363 of Hawaii Revised Statutes to clarify when financing the dissemination or republication of campaign materials is not considered a contribution to a candidate.

Exempts from contribution rules the financing of campaign materials when prepared and used by gubernatorial or lieutenant gubernatorial candidates supporting a co-candidate in the general election.

Exempts from contribution rules campaign materials disseminated by the candidate or candidate committee that prepared the material, or incorporated into advertisements against that candidate.

Exempts from contribution rules campaign materials incorporated into news stories or editorials by broadcast stations or publishers, unless the candidate or committee that prepared the material owns or controls the station or publisher.

Clarifies that coordinated activity includes payments for production and dissemination of campaign materials prepared by candidates or committees, and requires authorization from candidates who file expenditure limitation affidavits with the commission.
