University of Hawaii sea grant college program shall develop a comprehensive beach management plan for the north shore of Oahu from Kawailoa to Waiale'e ahupua'a over a two-year period with substantial community input.

Plan must address long- and short-term planning, climate change scenarios, erosion management, beach nourishment, public access, shoreline protection, setbacks, easements, and innovative coastal adaptation strategies.

Appropriates funds for fiscal years 2015-2016 and 2016-2017 to the University of Hawaii sea grant college program, contingent on dollar-for-dollar matching from private or non-state sources.

Addresses erosion threats to north shore beaches from high surf, sea level rise, climate change, and heavy visitor use, recognizing beaches as part of the public trust requiring state protection.

Act takes effect July 1, 2050.
