Establishes the Hawaii health sciences campus at the University of Hawaii at Kakaako as an administratively separate branch of the University of Hawaii at Manoa, combining the John A. Burns school of medicine and the University of Hawaii cancer center into a single joint campus.

Appoints the dean of the John A. Burns school of medicine as the administrative head of the new campus, with the cancer center director reporting to the dean.

Transfers all rights, powers, functions, duties, employees, appropriations, records, equipment, and property of both institutions to the new Hawaii health sciences campus while preserving employee civil service status and benefits.

Authorizes the director of finance to issue general obligation bonds to consolidate and pay the debt service owed by both institutions, with amounts to be specified.

Appropriates general funds for fiscal year 2016-2017 to finance the transition and requires submission of a five-year business plan to the legislature by January 1, 2017; effective July 1, 2016.
