Establishes the housing for the homeless special fund to receive legislative appropriations for assisting homeless individuals with obtaining government-issued identification documents.

Creates an executive office on homeless identity protection temporarily placed in the office of the governor, permanently transferring to the department of human services on July 1, 2018.

Authorizes appointment of a director by the governor (outside civil service requirements) with professional training in social work or related fields and direct experience with homeless services, at a salary not exceeding 90 percent of the director of human resources development.

Directs the office to assist homeless individuals with the process and associated costs of obtaining government-issued identification documents and to maintain records of assistance requests.

Appropriates funds from general revenues to the special fund for fiscal year 2016-2017 and from the special fund to establish and operate the executive office on homeless identity protection.
