Appropriates $10,300,000 from general revenues for fiscal year 2016-2017 to Leahi and Maluhia hospitals within the Hawaii health systems corporation.

Funds designated to restore long-term care services and staff positions that were cut due to financial deficits.

Addresses a $3,700,000 estimated deficit in fiscal year 2016 that forced the hospitals to eliminate 64 staff positions (25% reduction) and temporarily halt new admissions.

Restores services for working class families and Medicare/Medicaid recipients, as the hospitals face a cost-reimbursement gap of $200 per person per day.

Takes effect on July 1, 2016.
