Requires the corrections division of the department of public safety to conduct a feasibility study on transferring inmates and operations from Oahu Community Correctional Center to Halawa Correctional Facility while maintaining existing Halawa operations.

Study must analyze financial costs and benefits to the State, potential alternative uses for the Oahu Community Correctional Center location, impacts on corrections division personnel, and impacts on inmate management.

Department must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the convening of the 2017 regular session.

Appropriates funds from general revenues for fiscal year 2016-2017 to conduct the feasibility study (amount left blank in bill text).

Takes effect July 1, 2016.
