Amends Hawaii Revised Statutes to allow courts to authorize persons or entities other than officers of justice to assist in executing search warrants.

Modifies search warrant definitions and procedures to explicitly permit authorized non-officer assistance in carrying out warrant execution.

Allows officers executing search warrants on electronic devices or storage media to obtain technical assistance from individuals or entities within or outside Hawaii, provided the officer submits a sworn statement to the court certifying the technical assistants' reliability, qualifications, and necessity for assistance.

Updates search warrant statutes (§803-31, §803-34, §803-35, and §803-37) to reflect these new authorization procedures for non-officer participation.

Takes effect upon approval and does not affect rights, duties, or proceedings that began before the effective date.
