Creates income withholding procedures for restitution orders, allowing courts to issue withholding orders if restitution is not paid within 90 days, with minimum monthly withholding of $30 from defendant's wages.

Establishes that income withholding orders for restitution have priority over garnishments, attachments, and other income withholding orders, except for child support and family court orders.

Adds unpaid court-ordered restitution to the definition of "debt" recoverable by the State through tax intercept and other collection mechanisms.

Extends victims' access to adult probation records to include defendant's payment compliance information, amounts paid, payment dates, and remaining unpaid balance without assessment of fees.

Requires that any bail posted by a defendant be applied toward payment of court-ordered restitution, fines, or fees in the same case, with restitution payments having priority.

Appropriates funds for hiring staff positions (social workers, judicial clerks, accountants) and equipment costs across multiple judicial circuits to implement enhanced restitution collection.
