Amends the definition of "pen register" in Hawaii Revised Statutes Section 803-41 to include cellular networks and electronic devices, in addition to telephone lines.

Expands the scope of pen register applications to include numbers dialed or transmitted on cellular telephones and electronic communications services, not just traditional landline phones.

Updates Section 803-44.6 to require court orders authorizing pen registers to specify the "cellular telephone, or electronic device or service" rather than just "telephone line."

Requires that providers of telephone lines, cellular telephones, or electronic devices keep secret the existence of pen registers or trap and trace devices unless otherwise ordered by the court.

Takes effect upon approval.
