Amends the definition of "criminal process" in Section 806D-1, Hawaii Revised Statutes to include chapters 28, 621, 622, and 803, Hawaii Rules of Penal Procedure, and other legal process signed by judges or court clerks in criminal matters.

Expands the scope of criminal process to include legal documents that command production of records in the actual or constructive possession of the recipient, regardless of whether the recipient or records are physically located within the State.

Changes grammatical language from "which" to "that" in the statutory definition.

Does not affect rights, duties, penalties, or proceedings that began before the Act's effective date.

Becomes effective upon approval.
