Establishes an off-campus alternative learning center in the leeward school district of Oahu, modeled after the high core program, to serve at-risk secondary students referred by their home schools.

Establishes an off-campus alternative learning center in the Honolulu school district of Oahu, modeled after the high core program, to serve at-risk secondary students referred by their home schools.

Both alternative schools shall offer full-time, before-school, after-school, and twilight programs to students with 10+ unauthorized absences, academic failure in 2+ courses, 3+ disciplinary referrals, grade-level retention, adjudicated juvenile justice involvement, or other at-risk factors.

Appropriates unspecified funds from general revenues for fiscal year 2016-2017 to the department of education as a grant-in-aid to establish and maintain both alternative schools, covering utilities, curriculum, equipment, supplies, and staff hiring.

Takes effect on July 1, 2016.
