Modifies voter registration affidavits for late registration and absentee polling place registration to clarify that providing false information constitutes a class C felony

Changes language from "may result in" a class C felony to "is" a class C felony to strengthen the characterization of false voter information as a felony offense

Removes specific penalties language referencing fines not exceeding $1,000 or imprisonment not exceeding five years, deferring to standard class C felony penalties under Hawaii law

Applies to both late voter registration applications (Section 1) and absentee ballot polling place registration applications (Section 2)

Takes effect January 1, 2018, except the main provision takes effect January 7, 2059
