Adds definition of "electronic transmission" to include facsimile, email, and online absentee ballot delivery and return systems for blank or voted ballots.

Permits permanent absentee voters to request temporary ballot forwarding to alternate addresses (in or out of state) for single elections or primary plus general election cycles without canceling permanent absentee status.

Clarifies that permanent absentee voter status termination conditions do not apply to voters residing in absentee ballot-only areas.

Expands eligibility for electronic ballot transmission to voters whose mailed ballots are not received within five days of election, voters needing replacement ballots within five days, or voters unable to return ballots by poll closing.

Specifies that if a voter returns multiple absentee ballots for the same election, only the first non-spoiled ballot returned shall be counted.
