Repeals the June 30, 2016 sunset date on limited meeting exemptions that allowed county council members to attend public meetings of other boards or community groups without open meeting requirements.

Permits county councils to hold limited meetings as guests of other boards or community groups without requiring a full quorum or accepting oral testimony, subject to specified conditions.

Requires county councils to not hold more than one limited meeting per month for any single board or community group, and prohibits limited meetings outside the State.

Mandates county councils submit annual reports to the Legislature at least 20 days before each regular session detailing the effectiveness and application of limited meeting procedures, including recommendations for proposed legislation.

Makes the Act effective on June 29, 2016, making the limited meeting provisions permanent law rather than allowing them to expire.
