Establishes exclusive jurisdiction of the small claims division of the district court over cases where the amount claimed is $1,000 or less.

Creates a separate category for cases claiming more than $1,000 but not exceeding $5,000, which remain subject to existing provisions and may be heard under either small claims or ordinary district court procedures at the plaintiff's election.

Expands small claims jurisdiction over personal property cases to include any personal property worth $5,000 or less, removing the previous requirement that rental amounts be less than $5,000.

Maintains the small claims division's jurisdiction over landlord-tenant security deposit disputes and allows the district court concurrent jurisdiction with the small claims division over these disputes.

Takes effect upon approval with no retroactive application to rights, duties, penalties, or proceedings that existed before the effective date.
