Appropriates $250,000 from general revenues for fiscal year 2016-2017 to the University of Hawaii College of Tropical Agriculture and Human Resources (CTAHR) sustainable and organic agriculture program.

Funds three full-time equivalent positions: one educational assistant for the State ($70,000), one research and extension assistant at UH Manoa ($70,000), and one research and extension assistant serving Hawaii, Kauai, and Maui counties ($70,000).

Allocates $40,000 for operating expenses to support program operations.

Aims to support local agriculture industry growth and sustainability while addressing farmer profitability, environmental stewardship, and rural community prosperity.

Takes effect July 1, 2016.
