Prohibits any person from taking, collecting, or harvesting three or more sea urchins within a one-day period without a permit issued by the Department of Land and Natural Resources.

Authorizes the Department of Land and Natural Resources to issue permits for sea urchin harvesting on terms and conditions necessary to preserve sustainable populations in state waters.

Allows the Department to summarily revoke permits for violations of permit terms or conditions, and may revoke all permits if necessary to preserve sea urchin population sustainability.

Exempts native Hawaiians exercising traditional gathering rights and cultural practices authorized by law or permitted by the Department pursuant to the Hawaii State Constitution.

Empowers the Department to adopt administrative rules under Chapter 91 to implement these sea urchin harvesting restrictions.
