Establishes the Hawaii Medical Marijuana Oversight Commission within the Department of Health to monitor, evaluate, and make recommendations on the implementation of medical marijuana use, cultivation, and dispensing.

Commission composition includes the Health Director, two legislative committee chairs, one registered patient per county, a registered nurse, a physician, and representatives from the Drug Policy Forum of Hawaii, University of Hawaii College of Tropical Agriculture and Human Resources, Medical Cannabis Coalition of Hawaii, and the American Civil Liberties Union.

Requires the commission to meet quarterly and evaluate patient access to medical marijuana, dispensary effectiveness, regulatory safeguards, and overall program usefulness across the state.

Authorizes the commission to establish subcommittees to research edible marijuana products, compare Hawaii's distribution system with other states, and evaluate new medical conditions for program inclusion.

Commission shall submit findings reports to the Senate Commerce and House Health committees at least 20 days before each regular legislative session and ceases to exist on July 1, 2022; effective January 1, 2017.
