Appropriates $400,000 from general revenues for fiscal year 2016-2017 as a grant to Empower O'ahu to maintain and expand the weed and seed strategy.

Weed and seed strategy is a collaborative federal, state, and county initiative targeting violent crime, drug abuse, and gang activity through law enforcement, community policing, prevention programs, and neighborhood restoration.

Legislature finds the strategy has been successful in Kalihi-Palama and Chinatown areas of Honolulu since its 1992 inception, significantly reducing crime in those communities.

Expended funds through the department of the attorney general for maintaining and expanding the program into other communities.

Effective July 1, 2016.
