Extends the reentry pilot project for nonviolent, low-risk offenders from the original expiration date of June 30, 2016 to June 30, 2018, adding two additional years to the program established by Act 149, Session Laws of Hawaii 2014.

Program provides a coordinated continuum of evidence-based substance abuse treatment and support services to help nonviolent, low-risk offenders transition from jail or prison back into the community.

Research cited demonstrates substance abuse treatment reduces crime and recidivism, with documented savings of $10 to $18 for every $1 spent on treatment.

Appropriates general revenues from the State of Hawaii for fiscal year 2016-2017 to support the reentry pilot project, to be expended by the Department of Public Safety.

Effective date is June 29, 2016, with the appropriation provision taking effect July 1, 2016.
