Prohibits the Department of Public Safety from receiving site commissions (monetary payments, in-kind payments, gifts, or other compensation) from telephone service providers based on calls made by committed persons in correctional facilities.

Defines "site commissions" broadly to include any form of payment or benefit provided by calling service providers to correctional facilities, operating entities, governmental agencies, or their agents.

Requires the Department of Public Safety to develop internal policies and procedures consistent with the restriction on site commissions.

Addresses the legislature's finding that the Department received almost $500,000 in commission payments over a five-year period starting in February 2010, with the goal of reducing phone call costs for inmates' families.

Takes effect upon approval.
