Establishes the R.E.A.C.H. (Resources for Enrichment, Athletics, Culture, and Health) program within the Office of Youth Services to provide funding and support for after-school programs in public middle and intermediate schools statewide.

Authorizes the Office of Youth Services to enter into contracts with schools, individuals, organizations, or entities to establish, support, or enhance after-school programs and to establish criteria and selection processes for funding awards.

Requires the Office of Youth Services to monitor funded programs, conduct site evaluations, ensure contractual compliance, and submit annual reports to the legislature on program implementation, grants awarded, fee assessments, and efforts to obtain non-state funding.

Authorizes the Office of Youth Services to establish program requirements and participation fees or other charges to cover administrative and operating costs of the R.E.A.C.H. program in accordance with Chapter 91.

Takes effect on July 1, 2030.
