Amends Hawaii Revised Statutes Section 703-307 to add restrictions on the use of force by law enforcement officers.

Prohibits law enforcement officers from using chokeholds unless the use of deadly force is justifiable under the statute.

Prohibits any lesser contact with the throat or neck area of another person in order to prevent the destruction of evidence by ingestion.

Defines "chokehold" as applying direct pressure to the throat, windpipe, or airway of another with the intent to reduce or prevent the intake of air, excluding neck contact not intended to reduce air intake.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that began before its effective date.
