Requires the judiciary to review state laws affecting justices and judges, study judicial election systems in other jurisdictions, and determine appropriate methods for implementing judicial elections in Hawaii with proposed legislation.

Requires the office of elections to review Hawaii election law (chapter 11, HRS), study judicial election procedures in other states, and determine methods for implementing a judicial election system with proposed legislation.

Requires the campaign spending commission to review campaign finance laws (part XIII of chapter 11, HRS), study campaign finance regulations in jurisdictions with judicial elections, and determine appropriate campaign finance rules for judicial elections with proposed legislation.

Directs all three entities to submit written reports with findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2017 regular legislative session.

Allows the three entities to consult and collaborate during the study process; takes effect January 7, 2059.
