Requires boards to file board packets in their offices and provide electronic or hard copies to persons requesting notification at the same time packets are distributed to board members.

Amends notice requirements to allow electronic mailing and posting of meeting notices on state or county websites in addition to filing with the lieutenant governor or county clerk's office.

Requires boards to make documents, reports, and proposals under consideration available to the public (electronically or in hard copy) when the board packet is made available to board members.

Mandates that meeting minutes be publicly posted on the board's website (or designated state/county website) within thirty days of the meeting, regardless of formal approval, with a prohibition on subsequent meetings until minutes are posted.

Expands recording rights to allow persons to record board meetings by any means of reproduction, not limited to tape recorders, when meetings are open to the public.
