Requires the Department of Health to submit annual reports to the Legislature on child deaths and maternal deaths, including causes, trends, and recommendations for system changes.

Mandates that health care providers, social service agencies, and state/county agencies disclose relevant information to the Department of Health upon written request for conducting child and maternal death reviews.

Establishes confidentiality protections for child and maternal death review information, prohibiting its use in civil or criminal proceedings and preventing questioning of review participants.

Authorizes the Department of Health to conduct multidisciplinary reviews of maternal deaths to reduce preventable maternal mortality.

Appropriates $150,000 for fiscal year 2016-2017 to the Department of Health to conduct child death reviews and implement a maternal death review program.
