Establishes an address confidentiality program within the Department of the Attorney General to protect victims of domestic violence, sexual offenses, or stalking by assigning substitute addresses for use in public records while keeping actual addresses confidential.

Program assigns substitute addresses to certified participants, receives and forwards mail to participants at no cost, and acts as agent for service of legal process; mail forwarding limited to first-class, certified, or registered mail only.

Applicants must provide evidence of victimization (police reports, restraining orders, shelter documentation, or professional assistance records) and demonstrate they have relocated or will relocate within Hawaii within 30 days of application.

Secondary applicants (spouses, domestic partners, children, parents, or legal dependents living at same address) may participate if their safety is necessary for the primary participant's safety.

Appropriates unspecified general revenues for fiscal year 2016-2017 to implement the program; program becomes effective July 1, 2017.
