Extends the hospital sustainability fee program for private hospitals through June 30, 2017 (previously set to expire June 30, 2016)

Changes fee payment schedule from quarterly to monthly installments, with payments due by the 30th day of each month instead of the 15th day after each quarter

Modifies use of fees from direct hospital payments to enhanced capitated rates paid to Medicaid managed care health plans, with at least 88% of revenues used to increase Medicaid payments to private hospitals

Expands definition of "private hospital" to include hospitals that became private operations in calendar year 2016, not just those operating in 2015

Appropriates $65,000,000 from the hospital sustainability program special fund for fiscal year 2016-2017
