Removes the repeal date for Chapter 466D (respiratory therapists regulation), making the regulatory program permanent instead of sunsetting on June 30, 2016.

Establishes that respiratory therapist regulation is reasonably necessary to protect consumer health and safety, consistent with other regulated health occupations like doctors and nurses.

Notes that every state except Alaska regulates respiratory therapists, supporting the need for Hawaii's permanent licensure program.

Takes effect on June 29, 2016, prior to the original June 30, 2016 repeal date for the respiratory therapist regulatory program.
